Resolve nested PerlOnJava launches from the active Java command after %ENV is cleaned, publish LC_TIME for I18N::Langinfo, load IO::Seekable explicitly before FileHandle method aliasing, and bundle User::pwent/User::grent with the Config feature probes they require.
