Audit failed here because cargo vet --locked reported eleven unvetted crates. proptest 1.12.0 is the cause: it pulls a borsh serialization chain into the tree (bit-set, bit-vec, borsh, borsh-derive, core_detect, proc-macro-crate, toml_edit), and nothing in a dependabot bump can record the audits those crates need. Same shape as #2706 -> #2720.

#2731 keeps the identical lockfile change and adds safe-to-run exemptions for the dev-only chain (cargo tree -e normal -i proptest finds no path to it) plus hand delta audits at safe-to-deploy for the two crates that actually ship, serde_json and syn.
