Fixes dbus

Some dbus program (a lot of them) read from /var/run instead of /run

This is the case for a lot of flatpaks, tailscale and probably a bunch more

systemd's var.conf is generated from a template,tmpfiles.d/var.conf.in, so I have documented that we are overriding it in the file like in etc.conf

We also duplicate some existing rules that get ignored: var.conf:2: Duplicate line for path "/buildroot/var/spool/rsyslog", ignoring. + speech-dispatcher from /usr/lib/tmpfiles.d/speech-dispatcher.conf so I have removed those, and updated the speech-dispatcher home path to be more explicit.

I'm also concerned about /usr/lib/tmpfiles.d/etc.conf:32: Duplicate line for path "/etc/nsswitch.conf", ignoring.

debian.conf: C! /etc/nsswitch.conf
etc.conf: L /etc/nsswitch.conf

They're just being applied alphabetically, so ours is always skipped. Maybe move that one line into 00-nsswitch.conf if we want it to be a symlink and not a static copy that only gets replaced if someone deletes it.
