Update urllib3 and virtualenv together, including virtualenv's required filelock and python-discovery resolution. This consolidates the two pending Dependabot proposals and removes the known advisories from the complete development lock before the first PyPI release.
Validation: the full locked dependency audit reports no known vulnerabilities; 1,313 tests pass with four documented skips. Ruff, formatting and documentation checks pass. Reader's runtime implementation is unchanged.
