Reader releases now require a successful main-push Checks run for the exact tagged commit and retain source, dependency, build-tool and distribution hashes. Build and installed-wheel checks run before the separate OIDC publishing job; the package and measurement APIs are unchanged.
Adds an immutable-tag and downstream-pin guide plus citation metadata. This prepares the first reader-workbench PyPI release without storing an API token.
Validation: 1,312 tests passed, four declared optional/fixture skips; 28 focused release/package/workflow checks passed; Ruff, docs and skill checks passed. Fresh noneditable wheel installation passed seven commands and metadata checks. All 286 existing packaged files are byte-identical to the qualified baseline. Source-archive build and artifact hashes were recorded locally.
