Installs the CAD suite from the pinned release tarball through the repo's own composite action instead of the upstream setup action, whose download lookup runs unauthenticated and trips the API rate limit on fanned-out jobs. Same suite version, cached between jobs. It also runs CI on every branch push and drops the pull request trigger, so each change runs once.
