What can police of private investigator do if he or she found killed young woman in the woods?

1. Do some inductive investigation. Gather facts. Choose most probable scenario and individuals who did that.

2. Apply gun to those most probable individuals.

3. The young women see killers by her own eyes.

4. If she had gun she can just press one button and apply it as a police.

So why young women do not have opportunities to buy the gun? What are the properties of the inductive inference in general and in the police investigations in partial?
There is famous Hume inductive inference incompleteness problem. You can always choose wrong, random hypothesis. Wrong, random individual who murdered young woman. And the most simple, so according to the Occam's razor principle, most probable hypothesis - the murderer is the policemen himself or herself.

This is the direct proof of the principle of US constitutions from the Hume inductive inference problem.
Police is the killer so the state is the killer.

1. The state should be as minimal as it could or could not.
2. The police should be decentralized and all policeman should investigate each other.
3. The ordinary people should be able to buy any weapons they want in the shops. And must do that.

As I see a lot of states violate those principles. And this will lead to the death of women with mathematical precision.
