Update global.json and the SDK consistency guard to 11.0.100-rc.2.26504.105. Refresh the release and version-metadata fixtures while preserving strict SDK selection.

Pin the repository tools to .NET 11 RC2 SDK
11.0.100-rc.2.26504.105inglobal.jsonand the SDK consistency guard. Keep roll-forward disabled and prereleases enabled.Update the release and version-metadata fixtures to use RC2, including the cases that reject a different SDK or invalid selection policy. CI already installs the SDK from
global.json.Validation:
RUSTUP_TOOLCHAIN=1.98.1 ./tools/lint-and-test.shpasses under RC2, including the C# builds, formatter checks and regression tests.git diff --checkis clean.
