Adds geohash_msvc_test (cc_toolchain_test, compiler=msvc, Windows x64) and allows geohash_test on Windows x64.
CI evidence run 41989383170 (windows_x86_64): fails in toolchain analysis, before the sdist builds:
dx_msvc: incomplete MSVC payload; missing VC/Tools/MSVC/14.50.35717/bin/Hostx64/x64/cl.exe, link.exe, lib.exe, ml64.exe. That is the #5954 blocker, not this change.Remaining: rerun evidence once #5954 gives a complete MSVC payload; then #6491 closes and #6493 follows. Nested-Bazel/consumer tests were not run locally.
