feat: polish desktop UI and prepare v1.0.8 - #193

Refine shared styling and compact navigation, refresh intended dependencies, and pin Rust 1.92.0 and Node 24.21.0 LTS. Update release metadata and document verified delivery. Validation: 330 frontend tests, 25 browser tests, Rust workspace checks, release-policy checks and independent review passed. Existing timeout-test intermittency and allowed transitive Rust audit warnings remain documented.

Follow docs/RELEASING.md: normal protected merge, successful package and attestation gates for the exact merged main SHA, then annotated v1.0.8 tag. The tag workflow creates the release and publishes APT; no manual application asset uploads.
Includes updates represented by Dependabot PRs #180 through #192. Existing unrelated user plans are excluded.
