Use gh-ci-action v1.1.0:

• A pin on a branch or tag now gets a new cache key when the branch moves.
• On Windows, the dependency install runs up to 3 times.
• extra-packages are installed themselves, without the --with-* flags (v1.0.1).

The dune cache is now saved only when the job passes. After a failed cram test, the cache held the wrong output, and dune replayed it in the next run without running the test again (server-reason-react #407).

Risk: two-way door; a revert restores v1.0.0 and the old save condition.
