Closes #89.

• VMProvider.stopped_vms() returns the names of the VMs the provider stopped; the default is none.
• docker-sbx reads them from one sbx ls --json (status == "stopped"). SbxCLI.sandbox_count becomes sandboxes.
• The capacity check leaves those hosts out. A failed listing returns 502 PROVISIONING_FAILED.
• Not done: the running field on GET /hosts. It adds a provider call to each read and the capacity fix does not need it.

Draft until a live sbx ls --json confirms the status field and its stopped value.
