Hold drukbox to the Druks house rules - #90

druks-house-rules reads .druks/house_rules/config.yml. The config runs every rule but R16, R13 and R11, which need a Druks app layout, workflows modules or steps that drukbox does not have. Provider API modules and the settings parser are isinstance boundaries, and the doctor probes catch every error on purpose. AGENTS.md names the check to run before a push.
