Stacked on #998 (then #997, #993); retarget to main as they merge. Views stay off by default; nothing calls the importer outside tests yet.
aft cache prune-legacynever remove an old index that a live import or base build is reading; prune-legacy lists the legacy data it keeps for rollback.Deferred: the import-rate measurement and baselines (views measurement step) and call-graph donor import (step G).
