Release notes and what's-new dialog for v0.63.0 - #1066

Inventory cutoff: 0ae448f (330 first-parent PR merges since v0.62.0). Fold 209 fragments and clear the queue. next-notes.md already contains only its heading, matching the prior release cut. Exclude default-off index views, disabled groundwork and internal/CI claims; include unfragmented fixes verified against the cutoff tree. Leave runtime source, announcements, versions and publication snapshots unchanged. Add the non-ranking notes-only harness descriptor. Verification: release-note renderer passed for 1 file; descriptor check green for 211 non-ranking paths; notes-only diff/content audit passed; local release input gate passed 24 tool schemas and 6 activation transitions. …e version The dialog names the release that introduced its features; a patch release keeps the last minor's announcement.
