+- gh shim (manifest 22): agents can reply in pull request review threads, resolve or unresolve review threads, edit the title and body of pull requests their bot opened (`gh pr edit`), and build pull request stacks through the stacks API as their bot; `gh stack` reads and local navigation pass through, `gh stack submit`/`sync`/`link`/`unstack`/`checkout` (which would write as the operator) and `gh stack merge`, `gh extension install`/`upgrade`/`remove` run only under the audited operator bypass, and `gh extension list` passes through.
