• Hover card: the tile hover card no longer shows a larger copy of the image. It shows the filename and the PR line, plus Page, State, Device and Uploaded rows when the item has those fields. The new shotPreviewCaption fields are page (from path, falling back to screen), state and device (from ai.surface). Every tile shows the card now, not only tiles with an image preview. Placement still uses shotPreviewPosition, measured before paint.
• Numbers: usage counts use grouped digits (10,000, not 10000) in the sidebar meters, the object count, the plain usage text and the admin limits editor. This goes through a new formatCount / objectCountLabel in workspace-ui.ts.

By page items don't carry per-file metadata, so in that view the card shows the name and upload time. The page is already the group heading there. No API or D1 changes.

Test plan

• pnpm --filter @uploads/web exec vitest run: 1351 tests pass, including a new caption test for page, state and device.
• Web typecheck clean; oxlint shows no new warnings.
• Checked locally on By page in both the grouped and newest-first layouts.
