• The account sidebar now runs to the bottom of the viewport, so the usage block docks bottom left instead of sitting right under the nav. The nav is sticky at 28px but starts below the 61px site header, so a scroll-driven animation grows it by the header's height as the header scrolls away. Browsers without scroll timelines keep the shorter height, so the block stays in view. Nav rows scroll inside the sidebar on short viewports.
• The Usage toggle uses the same small-caps heading as Workspace and Personal.
• Usage is open by default. Collapsing it is still remembered per browser.
• "Uploads this month" is now "Monthly uploads", and counts use grouped digits (1,234 of 10,000), so the row fits on one line.

Hover card redesign options are being discussed separately and are not in this PR.

Test plan

• pnpm --filter @uploads/web exec vitest run (1350 pass), web typecheck clean.
• Local check at 1440×900 and 1440×600, at the top of the page and scrolled: the footer's bottom edge matches the nav's bottom edge (872px of 900, 572px of 600).
