ci: download the test models from Hugging Face per feature, drop the model cache - #587
No GitHub Actions model cache any more. Until now download-models wrote all eleven models into one 6.1 GB entry, and about 20 jobs per Publish run restored all of it, because a cache entry cannot be restored in part. One restore failed with "Egress is over the account limit" (run 40580317285), and the repository's caches were at 11.1 GB, over the 10 GB GitHub keeps.
.github/models.csv: filename,feature,sha256,url. Every URL is pinned to a Hugging Face commit (resolve/<commit>/). The SHA-256 values come from the Hub API's lfs.oid; I checked three of them against local copies. The features are text draft reasoning tools rerank embedding vision tts train.
.github/fetch-models.sh and the composite action fetch-models replace restore-models, validate-models.sh, download-models and verify-model-cache.
A job names the features it needs and gets only their files.
Downloads use the HF_TOKEN secret, so the account's rate limit applies instead of the runner IP's shared one. Without the token (fork PRs) the download is anonymous.
A file whose SHA-256 differs is refused.
The same command fills models/ locally.
Per job:
the full set for test-java-linux-x86_64 and the five java-tests.yml callers;
langchain4j: reasoning embedding rerank tools;
ffm: draft tts;
agent and agent smoke: tools;
smoke-natives and both Android emulator jobs: draft (57 MB instead of 6.1 GB);
post-release: train.
The HTTPS round of the natives smoke (and of post-release) passes HF_TOKEN to llama.cpp. llama.cpp reads it as the -hft default and sends it as a bearer token for --model-url too; I checked common/arg.cpp at b11901. Without the token that round got a 429 (run 40554119477).
buildcheck/models.py checks the row format: four fields, a one-word feature, a lower-case SHA-256, a pinned URL that names the row's file, no file listed twice. It also checks that every features: in publish.yml exists in the list. New unit tests cover these checks.
Test plan
fetch-models.sh locally (anonymous):
draft train downloaded both files and the SHA-256 matched;
a second run kept the files already present;
an unknown feature fails;
a corrupted file is downloaded again.
buildcheck unit tests: the new test_models tests pass. Three failures that already happen on Windows on main are unchanged (TODO.md).
check-natives.py, the release gate (actionlib.common.releasegate: 73 jobs, 0 violations), runscripts (147 scripts parse) and the YAML parse of every workflow and action pass.
CI green, in particular:
fetch-models with the token on every OS (Git Bash on Windows, shasum on macOS);
the HTTPS round of the smoke with the token;
how long a full-set job spends downloading.

No security-sensitive changes. The token is a fine-grained, read-only Hugging Face token. It is passed only to the download steps and the smoke steps; curl reads it from a header file and does not forward it to the redirect host.
Download test models locally, either by selecting specific features or fetching the full set. Downloads are verified against SHA-256 hashes, and existing files are reused when their hashes match.
Automated test and smoke-test workflows now fetch only the models they need. Authenticated downloads are supported.

…model cache
The GitHub Actions model cache was one 6.1 GB entry that about 20 jobs
restored whole per Publish run (an entry cannot be restored in part).
One restore failed with "Egress is over the account limit" (run
40580317285), and the repository's caches stood at 11.1 GB of 10 GB.
models.csv gets four columns, filename,feature,sha256,url, with every
URL pinned to a Hugging Face commit. .github/fetch-models.sh (the
composite action fetch-models) downloads the rows of the features a job
names, with the HF_TOKEN secret (anonymous without it, on fork pull
requests), and refuses a file whose SHA-256 differs. It replaces
restore-models, validate-models.sh and the download-models /
verify-model-cache jobs; the smoke jobs fetch 57 MB instead of 6.1 GB.
The natives smoke's HTTPS round (and post-release's) passes HF_TOKEN to
llama.cpp, which sends it as a bearer token for --model-url too; it got
a 429 anonymously (run 40554119477). buildcheck/models.py holds the row
format and the requested features to the list.

The change replaces shared-cache model provisioning in CI with feature-selected downloads from Hugging Face. The new fetch script validates manifest entries and verifies model files with SHA-256. Workflows, smoke scripts, and documentation are updated to use the new model-fetching flow.
Changes: Model Fetching and CI Adoption
Layer / File(s)
Summary
Manifest validation and model fetching .github/buildcheck/*, .github/fetch-models.sh, .github/actions/fetch-models/action.yml, .github/actions/restore-models/action.yml, .github/validate-models.sh
The build check validates four-field manifest rows and requested features. The new script and action fetch selected models, verify SHA-256 hashes, and retain matching local files. The previous cache-restore action and model-validation script are removed.
Model-consuming jobs fetch their required features and pass HF_TOKEN. The shared-cache download and verification jobs and their consumer dependencies are removed.
Reusable workflows and smoke model lookups .github/workflows/java-tests.yml, .github/workflows/post-release.yml, .github/smoke-*, .github/smoke-test-natives.*, .github/verify-test-counts.sh
Java-test and post-release workflows use the fetch action. Smoke scripts read URLs from the fourth manifest field, and the test-count error message refers to fetch-models.
Documentation describes the new manifest format, feature-based fetching, hash verification, and local fetch commands. CI descriptions and follow-up notes reflect the direct-download workflow.

Security review details
Security Blast Radius
inferred — The change expands credential-bearing execution to model-fetch steps across consuming jobs and to native smoke processes. The immediate integrity scope is each job’s downloaded files; the maximum credential exposure depends on HF_TOKEN permissions, which are not supplied. GitHub contents: read does not establish the external token’s privileges.
Security Findings and Attack Paths
inferred — A malicious manifest could direct the credential-bearing fetch to another HTTPS destination or select an unsafe output path because those constraints are not enforced at the sink. Current rows use plain filenames and pinned provider URLs, and the action, script, and manifest share the checked-out repository trust source. An independently attacker-controlled, secret-bearing path was not established; manifest authorization and effective secret availability remain unresolved rather than a verified attack.
Trust Boundaries and Controls
observed — The fetch path checks expected bytes before publication, but the HTTPS smoke round separately passes a manifest URL to the native server downloader. Its shell-level checks establish server health and download occurrence, not comparison with the manifest digest. That separate download path predates the PR; credential inheritance is newly added.
observed — The post-release audit excludes ordinary PR-triggered Publish completions through its event guard. Its consumer uses current check tooling and a separate release-tag checkout. This is counterevidence against treating workflow_run alone as an untrusted-PR-to-secret boundary crossing.
Resilience and Maintainability Implications
inferred — Sequential failure containment is supported, but the configurable destination and fixed .part filenames assume exclusive workspace ownership. Concurrent writers could invalidate the hash-to-move guarantee. Inspected CI callers did not establish such sharing, so this remains a caller constraint rather than an active PR concern. Interruption can leave a partial file for a subsequent attempt to overwrite.
Hardening Proposals
proposed — Confirm a narrowly scoped download credential and its permitted workflow events, verify authorization-header handling in the actual command-line and native download clients, and consider enforcing manifest destination and filename constraints immediately before credential-bearing downloads. These are assurance and defense-in-depth proposals, not observed vulnerabilities.

Explanation
The title names the main change: test models are now downloaded from Hugging Face per feature, and the shared model cache is removed. The raw summary confirms this: the new fetch-models action and script replace the cache-restore and validate jobs. The title follows the ci: convention and is 80 characters, which is within a normal title length. It does not mention the SHA-256 verification or the commit-pinned manifest, but it does not need to cover every detail.

Fix: the manifest loop silently drops a last row that has no trailing newline.
read returns a non-zero status when it reads a final line without \n. The while loop then ends before it processes that line.
The last model is then never added to NAMES. The script fetches one model fewer and exits 0. If that row is the only one for a feature, the "no model has the feature" check fails with a misleading message.
buildcheck/models.py cannot detect this. It parses the text with splitlines() and accepts the row.
Process a non-empty partial last line:
