Two CI weak points, noted in TODO.md ("Other open verification and maintenance"):

• The smoke's HTTPS round depends on Hugging Face. Run 40554119477 (PR fix(patches): 0022 quantizes an expert's rows once; measured with real weights #583, re-run): in the linux-aarch64 smoke row round 1 passed, then round 2's --model-url download of stories260K.gguf got HTTP 429 and the server exited before becoming healthy. Fix: retry round 2 after a pause when the server log names a 429/5xx status, and fail only on TLS or connection errors or when the retries run out.
• The 6.1 GB GGUF cache is restored about 20 times per run. In run 40580317285 (main) one restore failed with "Egress is over the account limit"; the other 14 restores in that run succeeded. The two Android jobs restore all of it just to keep the draft model. Recorded not to delete the entry, since a cache miss re-downloads from Hugging Face. The fix is a second, small entry. The repository's caches total 11.1 GB, which is over GitHub's 10 GB per repository.
