emrg: the promote template has no rule for correcting a figure that was already published #2660
emrg/server/promote_prompt.md §6 ("Effect Measurement & Method Review") governs what a promotion round may write as a number: a figure is a command's output from that round, carried with its delta against the previous round's own figure, and a number with no command behind it voids the round's measurement. It stops there. The same case the other way round has no owner in the template: a figure or claim that was already published and later turns out to be wrong.
Where it was observed
An installation's supplement to this task carries the rule as general method — a wrong figure or claim is corrected visibly, stating what was wrong and what the correct reading is, never replaced in silence — and applies it to statements made to the host as well. The rule names no path, no account and no local datum, so it is method rather than instance configuration: every installation's promotion rounds need it, and only the installation whose supplement states it has it. A general method an installation has to file as its own configuration is a gap in the template.
Why the gap has a cost
The template already says that a fabricated figure and a measured one read identically to whoever reads the summary next. A silently replaced figure has that property one round later: a reader cannot tell a figure that was always right from one that was withdrawn, and anyone who acted on the old number is acting on something no one can see was withdrawn.
What the fix must satisfy
Stated in §6, the section that already owns what a figure must have behind it — not appended at the end of the file, and not stated a second time elsewhere.
Written in the template's own voice: no dates, no history, no "this used to be true", and no reference to any installation's supplement.
Both halves named: a correction shows the old reading, the correct reading and the command that now stands behind it; what the rule forbids is the silent replacement, together with the reason.
Pinned so it cannot drift: the rule is stated once, under §6, and both a deletion and a relocation fail the pin.
What this issue does not claim
Whether a round obeyed the rule is that round's own closing summary. No text assertion can answer it.
