Lower dependency cooldown to 4 days and update packages - #475

Lowers minimumReleaseAge from 7 to 4 days (pnpm-workspace.yaml, the release age gate that reads it, Renovate and CONTRIBUTING.md), then refreshes every dependency to its latest version that clears the new gate. typescript 7 and undici 8 majors are still held back on purpose.
