Problem

nginx loads proxy_ssl_trusted_certificate / grpc_ssl_trusted_certificate and proxy_ssl_crl / grpc_ssl_crl into the upstream SSL_CTX only when proxy_ssl_verify / grpc_ssl_verify is on at configuration time (ngx_http_proxy_set_ssl, ngx_http_grpc_set_ssl).

resty.apisix.upstream.set_ssl_verify(true) turns verification on per request while the static switch stays off, so the handshake is verified against an empty store: every upstream certificate fails with (20:unable to get local issuer certificate), including ones signed by the configured trusted CA. APISIX hits this for an upstream with tls.verify: true and no tls.ca_certs: it renders proxy_ssl_trusted_certificate from apisix.ssl.ssl_trusted_certificate but never proxy_ssl_verify on.

Replacing the store from Lua is not a fix: set_ssl_trusted_store replaces the store with SSL_set1_verify_cert_store, which drops the CRL and the CRL check flags that ngx_ssl_crl put on the nginx store, so a revoked certificate would pass when proxy_ssl_verify on + proxy_ssl_crl are configured.

Change

New patch nginx-upstream_ssl_trusted_certificate.patch for 1.21.4, 1.29.2.4 and 1.31.1.1, in both the proxy and the grpc module:

  • Load the trusted certificates and the CRL whenever *_ssl_trusted_certificate is set, not only when *_ssl_verify is on.
  • *_ssl_verify_depth is applied only when *_ssl_verify is on, as before. With static verify off, the context keeps the OpenSSL default depth, which is what per-request verification used before this change.
  • This does not enable verification. ngx_ssl_trusted_certificate keeps the context's verify mode, and the result is still checked only when *_ssl_verify or set_ssl_verify asks for it, so requests without verification behave as before.
  • no *_ssl_trusted_certificate for *_ssl_verify is still raised for *_ssl_verify on without trusted certificates.

The explicit-store path (set_ssl_trusted_store) is unchanged.

Side effects for callers that always set *_ssl_trusted_certificate (APISIX does by default):

  • Handshakes without verification now run chain verification against the configured CAs, and against the CRL if one is configured. The result is still ignored.
  • A *_ssl_trusted_certificate or *_ssl_crl file that cannot be loaded now fails at startup even with verification off.

Tests

t/upstream_ssl_trusted_certificate.t, for both proxy_pass and grpc_pass, with *_ssl_trusted_certificate + *_ssl_crl configured:

static verify per request trusted revoked untrusted CA
off set_ssl_verify(true) 200 502 (23:certificate revoked) 502
off not set 200 200 200
on not set 200 502 (23:certificate revoked) -
on set_ssl_verify(false) - - 200
off set_ssl_verify(false) - - 200

Verify depth, with a chain of two intermediates (t/certs/chain_*):

static verify per request result
off set_ssl_verify(true) 200 (no new depth limit)
on (default depth 1) not set / set_ssl_verify(true) 502
on, *_ssl_verify_depth 2 not set 200
on set_ssl_verify(false) 200

Plus the config check (proxy_ssl_verify on without trusted certificates still fails to start). Without the patch, the trusted and revoked cases with per-request verification fail (both get (20:unable to get local issuer certificate)). New certificates in t/certs/crl_*: a CA, a valid and a revoked leaf for admin.apisix.dev, and a CRL. All are valid for 100 years.

nginx loads proxy_ssl_trusted_certificate / grpc_ssl_trusted_certificate
and the matching *_ssl_crl into the upstream SSL context only when
*_ssl_verify is on at configuration time. Verification enabled per
request with set_ssl_verify(true) then runs against an empty store and
fails for every certificate.

Load the trusted certificates, the verify depth and the CRL whenever a
trusted certificate is configured. This does not enable verification:
it is still decided by *_ssl_verify and set_ssl_verify. The
"no *_ssl_trusted_certificate for *_ssl_verify" check is kept.

Walkthrough

The three NGINX patch variants change when upstream gRPC and proxy SSL setup loads trusted certificates and CRLs. New certificate fixtures and tests cover trusted, revoked, and untrusted certificates, verification settings, and certificate-chain depth.

Changes: Upstream TLS verification

Layer / File(s) Summary
Load configured trust material
patch/*/nginx-upstream_ssl_trusted_certificate.patch
For APISIX builds, gRPC and proxy upstream SSL setup loads trusted certificates and CRLs when verification is enabled or a trusted-certificate path is configured. When verification is disabled, setup restores the prior verification depth. Other builds retain the verify-only loading condition.
Add certificate fixtures and shared setup
t/certs/crl_*, t/certs/chain_*, t/upstream_ssl_trusted_certificate.t
Adds CA, CRL, server, revoked-certificate, and multi-intermediate-chain fixtures. The test setup configures proxy and gRPC TLS endpoints with these certificates.
Check verification outcomes and chain depth
t/upstream_ssl_trusted_certificate.t
Tests trusted, revoked, and untrusted certificates with per-request and static verification settings. Tests also cover requests without verification, missing trusted-certificate configuration, and chain-depth behavior.

Explanation

No security-check failure was introduced. 1. Sensitive Data Exposure in Logs & Responses — No issues found. The changed patch files add certificate-store and verify-depth handling only. The added tests use fixed test certificates and return only ok or status values; they do not log or return credentials, headers, tokens, or plugin configuration. 2. Secrets Stored Unencrypted in Database — No issues found. The pull request adds no database models, migrations, or persistence calls. 3. Authorization & Permission Bypass — No issues found. The pull request adds no HTTP handlers or permission checks. 4. Cross-Resource Access / Missing Ownership Validation — No issues found. The pull request adds no resource lookup or mutation path. 5. TLS / Cryptographic Configuration Errors — No issues found. In all three versioned patches, verification remains controlled by *_ssl_verify; the new condition only loads the configured trust store (patch/1.21.4/nginx-upstream_ssl_trusted_certificate.patch:8-36, with equivalent changes in the other versions). The code preserves the missing-trusted-certificate error when verification is enabled and restores the prior verify depth when static verification is disabled. Tests cover per-request verification rejecting untrusted and revoked certificates (t/upstream_ssl_trusted_certificate.t:92-129, 203-227) and verification-disabled behavior (133-149, 231-247, 430-466). 6. Resource Isolation & Shared Resource Safety — No issues found. The pull request changes upstream SSL context initialization only and adds no shared-resource deletion or binding logic. 7. Secret Reference Resolution — No issues found. The pull request adds no environment or secret-manager configuration handling.

Full details: E2e Test Quality Review

Explanation

Major E2E scenario gap. The suite covers real proxy and gRPC TLS flows, CRL rejection, per-request verification, and verify-depth behavior. However, the new branch loads certificates and CRLs when static verification is off and returns configuration errors from those loaders (patch/1.31.1.1/... lines 14-31, 55-72). The tests use only valid files (t/upstream_ssl_trusted_certificate.t:49-54). The sole startup-error test checks a missing trusted certificate with static verification on (lines 274-284), not a missing or malformed trusted certificate or CRL with verification off. The gRPC startup-error path is also untested.

Resolution

Add independent E2E startup tests for proxy and gRPC with static verification off and a missing or malformed trusted-certificate file, plus a missing or malformed CRL file. Assert that nginx fails configuration and logs the relevant loader error. Retain the existing static-verification-on missing-certificate test.

Loading the trusted certificates also applied *_ssl_verify_depth
(default 1) to the upstream SSL context, so per-request verification,
including requests that bring their own store, started rejecting chains
with two or more intermediates. Restore the previous depth unless
*_ssl_verify is on.

Non-blocking P1 follow-up: Stream upstream TLS verification is tracked in #138.

The public Apache APISIX Stream path enables upstream TLS and configures SNI/client credentials, but does not apply the shared tls.verify / tls.ca_certs settings. The Stream runtime API has no corresponding per-session verification/trusted-store controls. With static proxy_ssl_verify off, configuring tls.verify: true does not enable the requested upstream certificate verification. This conclusion comes from code inspection; a real Stream E2E reproduction has not yet been run.

The scope is gateway-originated TLS to a Stream upstream (scheme: "tls"), including downstream TLS termination followed by upstream re-encryption. TLS passthrough and plaintext upstream forwarding are outside this issue. Static NGINX verification is a separate supported path.

This is a pre-existing capability/security gap, not a regression introduced by this PR. It does not block the HTTP/gRPC fix; my approval stands.

Please choose whether to include complete Stream support in this change set or schedule follow-up runtime and Apache APISIX integration PRs. CA preloading alone is insufficient: dynamic verification APIs, handshake checks, default-CA/configuration wiring, and real Stream regressions must be covered together. #138 contains public code evidence, current limitations and acceptance criteria.

@membphis Stream support will be tracked in #138. The Stream runtime API currently has no equivalents of set_ssl_verify() or set_ssl_trusted_store(). Addressing this requires adding the runtime capabilities and wiring them into Apache APISIX's Stream path, with corresponding regression tests.

This PR remains scoped to the HTTP/gRPC fix.
