A runner image rebuild changes perl without changing the image name, so the key outlived the modules it named: every job restored them, discarded them as mismatched against the cached .perlver, rebuilt them and saved nothing, since actions/cache does not save on a hit against the primary key. the job name, rather than a hash of part of the job configuration: the hash covers a hand-picked subset of the matrix entry and so collides silently once two entries differ only in a field it omits, and gives no clue which job an artifact came from.
