CI: run dependency submission with Java 17 - #173

Conversation
Since apache#165 the PXF build requires Java 17: the Spring Boot Gradle plugin 3.5.16 needs at least a Java 17 runtime. The Dependency Submission workflow still set up Java 11, so Gradle failed while configuring the root project and every push to main reported a failed run. Set up Java 17 in this workflow too.
