Why this PR is needed
GitHub is moving the
ubuntu-latestlabel from Ubuntu 24.04 to Ubuntu 26.04. This historical release branch was validated against the formerubuntu-latestenvironment, and the migration causes existing workflows to fail on removed packages, tools, and runtime assumptions.Rather than backporting current runtime, dependency, and test changes into a maintenance branch, this PR pins its active workflows to
ubuntu-24.04. This restores the runner environment used before the label migration without changing the release branch product or test behavior.Master remains on
ubuntu-latestand carries the current Ubuntu 26.04 compatibility work.Changes
