Summary

Updates the Rust toolchain (no change needed) and Rust dependencies to their latest versions.

Toolchain

• Current: 1.99.1 (rust-toolchain) — already the latest stable release.
• No files needed changing. rust-version/MSRV is not declared in any Cargo.toml, so there is nothing to keep in sync.
• rustup update stable confirms 1.99.1 (58cf8f9c3 2026-10-13) is the newest stable.

Dependencies

Workspace Cargo.toml requirements already satisfied the latest releases; the only breaking version requirement that needed a bump was swc_core:
