Summary
Keep the shared team-rules fixture beside
workspaces/, so the workspace template directory contains only workspace examples. The file-source-sync example now reads../../team-config/rules.md, and its README shows the matching layout. The fixture contents are unchanged.Verification

Ran the built CLI withworkspace sync --scope project --no-managed --offlinetwice. Both runs exited 0 and generatedTEAM-RULES.mdmatching the moved fixture, alongsideAGENTS.mdandsettings.json. The source fixture stayed unchanged; removed the temporary files afterward.git diff --checkpassed.
