Nothing is restored from the organization's GitHub Packages feed, and nothing is pushed to it. The build's token was never let in: every restore logged that the feed could not authenticate it, and every package came from nuget.org regardless. Releasing is to nuget.org and the GitHub release.

Removes the organization's GitHub Packages feed from the workflow:

Your request could not be authenticated by the GitHub Packages service(22 times in a recent run), and every package resolved from nuget.org anyway. Releasing continues to the GitHub release and nuget.org, gated as before on a tag or a manual run withpublish.
