What changed in this PR
Adds repository inventory metadata to address the missing root inventory item reported in #23 and prevent automatic archival, subject to governance validation after merge.
Changes:
- Declares Service Tree ownership using a service identifier.

Adds .github/compliance/inventory.yml so the repository has valid inventory: Service Tree ownership, non-production (pre-1.0).
