Part of the org-wide CLA rollout (PLAT-862). Adds the canonical CLA text (byte-identical to agent-ix/.github), a short CLA-signing pointer in CONTRIBUTING.md, and a caller workflow wired to the reusable CLA Assistant Lite workflow in agent-ix/.github so external PRs require a signed CLA before merge.
