chore: Downgrade to ONNX Runtime (ort) to rc.10

Description

• Prepare Rust crate 0.4.0 with ort and ort-sys pinned to 2.0.0-rc.10, and align ndarray with ORT at 0.16.
• Refresh the lockfile and documentation; retain Rust 1.88 as the MSRV required by the current dependency graph.
• Remove redundant ORT error conversions flagged by Clippy.
• Preserve the 0.3.0 release notes and add a separate 0.4.0 changelog entry.

Motivation and Context

Reverting from ORT rc.12 to rc.10 restores Intel macOS support.

How Has This Been Tested?

• RUSTFLAGS='-D warnings' cargo +1.88.0 check --workspace --all-targets --locked — passed.
• RUSTFLAGS='-D warnings' cargo clippy --workspace --all-targets --all-features --locked — passed.
• cargo fmt --all -- --check — passed.
• All 20 model-independent unit tests passed.
