CP-003: administrative records closeout

Purpose

This records-only pull request publishes the independently accepted CP-003
administrative closeout. It records the already completed CP-003
source/package integration and its evidence chronology. It does not alter the
implemented source tree, dependencies, lock, workflow, release register, or
CP-004 task.

CP-003 is recorded as merged only within its bounded requirement-graph and
operation-contract source/package scope. This closeout does not qualify a
product, server, deployment, release, backup/restore operation, privileged
effect, or admission gate. CP-004 remains planned and unactivated.
