Current authority boundary

Authorized now:

• exact non-force publication of records/CP-001-closeout at 2785eb4...;
• this one draft PR to main;
• read-only observation/evidence collection for the resulting hosted CI.

Not authorized:

• altering the accepted candidate or adding another commit;
• force-push or workflow rerun;
• alternate runner or repository/Actions/protection/ruleset/settings changes;
• required-check configuration;
• ready-for-review transition;
• merge or auto-merge;
• branch deletion;
• CP-002 activation;
• release, deployment or server operations.

If CI fails, is cancelled, cannot schedule, tests an unexpected subject or yields ambiguous evidence, stop and report it. No merge authorization.
