Why

After the HF16 time pin (8af748a), goal #8096 still needs one live acceptance: a run of Tests on master after 2026-10-31T00:00:00Z (the fork activation) must not hit "No QC for head".

Right now that run has no trigger of its own: tests.yml listens only to push: [master] and pull_request, and there is no open PR whose merge would produce the push. The empty-commit workaround wakes this workflow but not the docker/windows ones (they have paths-ignore), so it reads as "everything ran" when less did.

What

workflow_dispatch: on tests.yml — a manual re-run on any ref, including master, without changing existing triggers.

Verified locally: YAML parses to exactly push, pull_request, workflow_dispatch; the concurrency group already falls back to run_id for non-PR events, so a dispatch is not cancelled by a concurrent master push.

After merge

gh workflow run tests.yml --ref master right after 00:00Z gives the post-fork acceptance deterministically instead of waiting for an unrelated push.

tests.yml only listened to push-to-master and pull_request, so after the
HF16 pin (8af748a) the post-fork acceptance had no trigger of its own: it
would only happen on the next unrelated master push. An empty commit wakes
this workflow but not the docker/windows ones, which reads as "everything
ran" when less did.

workflow_dispatch adds a manual re-run on any ref without touching the
existing triggers.
