feat(gui): add visible scrollbars and keyboard page navigation - #157

Conversation
Introduce shared scroll controls for ordinary containers and virtualized lists, with persistent overflow thumbs, wider drag targets, and track clicking. Connect controls across settings, conversations, navigation, people, search, pickers, and logs. Add horizontal scrolling controls for code blocks and attachment trays while preserving text editing, row selection, and conversation history behavior. Update the design guidance and add seven geometry and interaction tests covering dragging, paging, wheel scrolling, child controls, and returning to the latest messages. Validation: GUI cargo check and all seven scrollbar tests pass. Visual inspection could not be completed because the Linux backend does not implement render_to_image.
