Fold the [Unreleased] entries and the never-published 0.3.1 section into a 0.4.0 release section, update the compare links, and bump the shared package Version in Directory.Build.props to 0.4.0. Minor bump: the release adds public API (find/replace, context menu, editor events, accessibility, table styling).
