Updates the project toolchain to Calcit and @calcit/procs 0.13.50, consumes Respo/alerts.calcit 0.10.20, and uses an explicit Unit return for the no-event stream branch. Local validation passed: caps verify, check-only, quality baseline, JS codegen, and Vite production build.
