The estimation fixes return nil for non-estimable parameters and change 2PL/3PL results, which breaks callers that assumed numeric arrays, so this is a minor-version bump. Also record the seed option and option validation that shipped after 0.3.0 but were missing from the changelog.

Bumps the version to 0.4.0 and dates the changelog entry.
0.4.0 is a minor-version bump because the estimation fixes in #23 break existing callers:
nilfor non-estimable persons and items;The changelog also records two changes that shipped after 0.3.0 but were missing from it: the
seed:option (#21) and option validation (#18). It also notes the RuboCop 1.92.0 pin.After merging, release with
bundle exec rake release.
