Description: Buttons, select menus and modals only live in memory, so they stop working after 5 minutes, or after the daily restart or a deploy.

1. A route re-runs the command when its button is clicked. The user who ran it gets their message edited, and anyone else gets a preview only they can see, like before.
2. Re-run replies are cached for 5 minutes, so going back to a page doesn't fetch or render it again.

Testing: Nothing uses a route yet. #1088 and the PRs stacked on it move profiles, leaderboards, guild top, rankings and the other paged commands onto it.
