Summary

Catches reflect up to the current shared config baseline (config@219fef6d).
The repository last pulled config in June 2025, about 900 commits behind, so
this is a migration rather than a routine refresh. Part of the straggler
catch-up driven from summit (docs/rollout/rebuild.md).

The version moves to 2.0.0-SNAPSHOT.201, and the repository switches to the
CodeMatters copyright profile.

Commits

Update shared agent tooling and config (./config/pull): floats the shared
tooling and the config-distributed build files: Gradle 9.7.1, the current
buildSrc, workflows, and the .agents/shared submodule.
Bump version -> 2.0.0-SNAPSHOT.201: also migrates version.gradle.kts
from the deprecated by extra(...) to extra.set(...).
Select CodeMatters (c) profile in IDEA settings and Update copyright
headers to CodeMatters profile: re-stamps the 85 project-owned sources,
headers only. A second Bump version commit re-stamps the header of
version.gradle.kts; the version policy requires that subject for any
change to the file.
Remove stale buildSrc files: ./config/pull overlays buildSrc with
cp -R, which never deletes files config stopped shipping. 20 such files no
longer compiled (13 errors). Each one was checked to be an unedited copy of a
file config once shipped and has since deleted.
Adapt to refreshed dependencies (two commits; please review these with
care):
- drop the dokkaJar { java = true } block, which config removed;
- force Coroutines.bom, since TestLib.lib still requests 1.10.2 against
  the 1.11.0 baseline;
- exclude the given.unloaded test fixtures with Test.exclude(...) instead
  of filter.excludeTestsMatching(...). Under Gradle 9.7.1 the filter still
  lets test discovery load those classes, which broke the
  PackageAnnotationLookupSpec case that needs them unloaded;
- implement PackageGraph.asNetwork(), which Guava 33.7.1 made required for
  Graph, by delegating to the wrapped ImmutableGraph;
- clear the new Error Prone, PMD, and Kotlin compiler warnings in
  PackageInfo.equals and ClassExtsSpec.
Describe the Reflect project in docs/project.md: fills in the template
the pull seeded; a follow-up commit fixes its guideline link and wording.
Test PackageGraph.asNetwork(): adds coverage for the new delegate.
Update dependency reports: docs/dependencies/ regenerated by the build.

Verification

./gradlew clean build dokkaGenerate passes; 103/103 tests.
A build without the build cache shows no compiler, Error Prone, PMD, or detekt
warnings in project sources. The only Gradle deprecations come from the Gradle
Doctor and detekt plugins.
pre-pr passed at this PR's HEAD, with spine-code-review, kotlin-engineer,
and review-docs all approving.
2.0.0-SNAPSHOT.201 is published to Maven Local.

`./config/pull` overlays `buildSrc` with `cp -R`, which never deletes files that `config` stopped shipping. This repository last pulled in June 2025, so it kept 20 such files. They no longer compiled against the rest of `buildSrc` (for example, `Runtime.kt` redeclared `Cli`, and `ArtifactVersion.kt` used the retired `ModelCompiler`), failing `:buildSrc:compileKotlin` with 13 errors. Each removed file is a byte-for-byte copy of a version `config` once shipped at the same path and has since deleted. The `jvm-module` convention already applies the Dokka and `project-report` plugins, adds `JSpecify.annotations`, and calls `LicenseReporter.generateReportIn`, `CheckStyleConfig.applyTo`, and `JavadocConfig.applyTo`. Drop the repeats, the second `repositories.standardToSpineSdk()` call, which registered every repository twice, and the `productionModules` Dokka block, a no-op in this single-module project. Also drop the `@file:Suppress` that no longer applies. Verified: the applied plugins, tasks, test, Javadoc and Checkstyle settings, dependency graphs, and the published POM are unchanged; only the duplicate repository entries are gone. `reflect`, `testlib`, and `money` are caught up (SpineEventEngine/reflect#14, SpineEventEngine/testlib#14, SpineEventEngine/money#32), so their first `config/pull` is no longer a migration. Excluding them by default would let them fall behind again. Drop the default exclusion and update the rollout text: the single-repository wave example no longer needs `--include`, and the `retarget` prerequisite is stated for every repository.
