Move AXF's current package repository, issue tracker, and MCP Registry source URLs to SmarterGPT/axf as part of the authorized organization transfer. Package names, versions, Registry namespace, signing identities, and historical release artifacts are unchanged.
Validation: all 289 tests pass with an empty test-only AXF_MACHINE_ROOT, lint passes, and npm pack --dry-run --json passes. The first local test run found two machine-capability contamination failures; the isolated run matches CI's clean machine environment. This PR does not publish npm or Registry artifacts.
