docs: Cloud Agent toolchain and test gates

Summary

Adds a short Cloud Agent section to AGENTS.md so later agents can build and test wire without rediscovering the image toolchain gap.

• The default image ships Rust 1.83, which cannot compile this edition-2024 crate (MSRV 1.88). Environment install selects stable rustup with rustfmt and clippy, and installs bc for scripts/hello-world-validate.sh.
• Points at the existing CI gates (cargo fmt, cargo clippy -D warnings, cargo test --all-targets -- --test-threads=1) and the release binary used by shell demos.
• Notes that wire nuke logs Failed to connect to bus when there is no systemd user session; the wipe still succeeds.

• cargo fmt --all -- --check
• cargo clippy --all-targets -- -D warnings
• cargo test --all-targets -- --test-threads=1
• cargo build --release --bin wire
• ./target/release/wire demo --json (ok: true)
• scripts/hello-world-validate.sh 1 (local relay, two sessions, signed hello and reply)
