Implement CSS text-wrap layout mode

Problem

Unchanged Code OSS has 10 text-wrap declarations across 9 CSS files. WebScene ignored them, so diff placeholders, hovers, Changes, Chat, and notebook surfaces could wrap contrary to their authored wrap/nowrap mode.

Change

• generate native and managed identity, validation, and CSSOM for the product-used wrap|nowrap slice
• retain the inherited mode in cold textual state independently from computed white-space
• compose it with the existing inline/layout/scene wrapping decision and word-break/overflow-wrap paths
• use ordinary coalesced layout invalidation with no timer, frame participant, platform widget, document scan, or Code OSS patch
• add product-neutral geometry coverage and a 4,096-node bounded-layout performance gate

balance, pretty, stable, and the complete Text Level 4 shorthand remain outside this focused slice.

Validation

Per the active fast-merge direction, no build or test suite was run locally. Static source review, JSON parsing, generated-metadata review, and git diff --check pass. Authored gates remain unexecuted qualification debt.
