WebScene should publish an immutable generation-stamped request describing allowed operations and bounded text/URI/file-grant references or drag image metadata; AppScene owns platform drag sessions, filesystem grants, and native objects. Reject stale activation, navigation, detached nodes, disallowed origins, and oversized payloads; retire on completion/cancel/teardown.
