Per-project autostart #436

The HA now allows one to enable autostart for specific project UUIDs.

• Modify text for autostart in general settings to describe how that setting completely enables/disables the autostart feature
• Add sub-setting under Autostart setting section that controls the default autostart policy for each project (enabled/disabled)
• Add column to projects table that allows autostart to be enabled/disabled. Hide/gray out column if general autostart setting is disabled
• (Optionally) Add toggle to enable/disable autostart for all projects
