🎯 Functional Correctness | 🟠 Major | ⚡ Quick win
Load enabled read-only lists when global persistence is off.
If [database] persistent = false and the whitelist table has persistent = false, wanted returns false even when whitelist_enabled = true. Startup then leaves a prepopulated read-only whitelist unloaded, so its torrents fail whitelist checks. Let the enabled mode request a read independently of write-back settings, and cover this configuration in the integration test.

Do not commit a shared API key in the default configuration.
When the application starts from a checkout containing this file, Configuration::load_from_file replaces the generated key with this committed value. The enabled API listener then binds to 0.0.0.0:8081, so anyone who knows the repository can authenticate to the protected API.
This is not a Docker-image exposure because Docker excludes config.toml and Docker Compose requires TRACKER__API_KEY. Remove this file from the default deployment path, or make users generate and provide a unique key with --create-config or TRACKER__API_KEY. Rotate this key wherever it has been used.

v4.2.25
persistent = falsenot being loaded at startup (regression in v4.2.24). v4.2.24 loaded a list only when its table was persistent, so a read-only whitelist, such as one pointed at the website's torrents table withpersistent = false, came up empty. Withwhitelist_enabledon, every announce for a torrent not added over the API since the restart gotunknown info_hash, and since those refusals are not counted as failures, the only sign was the seed and peer counts dropping. A list is loaded again whenever its mode is on, as before v4.2.24, and also when its table is persistent;persistent = falseonly stops it being written back.persistenton, a torrent without announces for longer than the peer timeout stays expired, and each cleanup pass queued it again even when it had no peers left to remove. Every torrent loaded from the database was written to the database and to the cache everypeers_cleanup_interval, and Redis kept a zero-count key for each one. A torrent is now queued only when the pass actually removed peers from it.Summary by CodeRabbit
