Adds .github/workflows/ci.yml: a changes job that skips the test matrix on docs-only pushes and derives the supported PostgreSQL major list from two constants in the workflow (NEWEST and FLOOR) plus an explicit 9.x tail, a per-major test job in the pgxn/pgxn-tools container that runs make verify-results, and a single all-checks-passed job for branch protection.

The supported range is PostgreSQL 9.5 through 18 (the floor is 9.5 because the tests use jsonb_object, added in 9.5, matching the prereq in META.in.json). All eleven majors pass make verify-results in CI, and the 9.5 and 9.6 job logs show pg_regress running the all, build and search_path tests ("All 3 tests passed"). The 9.x tail is explicit because seq can't express it; when 9.x support is dropped it becomes a plain seq from NEWEST to the floor.

Removes the Travis configuration (.travis.yml, pg-travis-test.sh), which tested only PostgreSQL 9.5 and 9.6.
