pyqpanda_alg/QMitigation模块，提供两类后端无关的量子误差缓解能力：同时加入公开包导出、README、示例和回归源文件。此 PR 从
develop@5f973efc...的干净基线重建，只包含 QMitigation 相关 7 个路径/变更，不携带先前 QWalk、QEC 或 OracleLearning 分支历史。按当前交付规则，本次未运行额外测试矩阵；提交的是完整源码、文档、示例与回归源，供维护者按仓库流程评审。
