Use arbitrary OUSD storage with bounded CPT and normalized non-rebasing account assumptions. Pin the local Foundry toolchain to the merge of foundry-rs/foundry#16800 and select the opt-in check by default. Validation: targeted Prettier and git diff --check pass. The symbolic check compiles and reproduces Incomplete (Timeout) with a 30-second limit, 19 paths, 52 queries, and no counterexample models.
